    Howard Willey
    WILLEY--Howard David, died on September 3, 2018, at his home in Portland, Oregon. Mr. Willey served in the foreign service and worked as an economist with the New York Federal Reserve Bank and later, in international banking with Morgan Stanley. He graduated from Colgate University, earned a Master's from Tufts University, and a Doctorate in Economics from Columbia University. He is survived by his wife, Paula, son, John, and family of Portland, OR, and daughter, Helen and family of Seattle, WA, and five grandchildren.
